Most lofts we open have some insulation, laid decades ago at a third of current depth, compressed by storage, and pushed hard into the eaves so no air can move. Topping it up without addressing that guarantees condensation on the rafters.
We insulate to current depth, keep a clear ventilation path at the eaves, insulate the hatch and any pipework, and check for the signs of roof void condensation before we start.

Cross-laid mineral wool to current standard, with hatch, tank and pipework insulated.

Eaves trays or over-fascia vents fitted so the void continues to ventilate.

Where storage is needed, a raised deck keeps insulation uncompressed and airflow intact.
